The Ukrainian Ombudsman's Office serves as a mediator between the citizen and the state. It is an independent institution committed to protect the rights of citizens who apply to it.
Every citizen can file a complaint about a violation of his or her rights and get protection, since it is the Ukrainian Parliament Commissioner for Human Rights that exercises parliamentary control over the respect for constitutional rights and freedoms of citizens.
The Constitution of Ukraine is the main document that governs the Ombudsman of Ukraine. According to it, the Ombudsman has access to the places of detention, local self-government offices, enterprises, institutions and organizations, regardless of the type of their ownership.
